I am indeed considering it (qgis).

I am about to update qgis from 3.22 to 3.28, maybe before branch, maybe
after, and it is more likely a later version will be ok with sip5.

py-sip (4) has a buildlink3.mk and py-sip5 does not. I have not yet
figured out why and which is wrong or if they are somehow both correct.

(py-sip6 is in wip and in general qt6 is flowing from wip to pkgsrc right
now.)

Overall it seems that python 3.11 is not really baked, so I think it's
perfectly ok to have a bunch of stuff marked not for 3.11 right now.
