Allowing python 3.6 here will cause noise in bulk build reports
since the py36 variety and it's child dependency tree will always fail.
It's a bit annoying to deal with though since you need to redo
the pbulk scan a couple of times to catch all mismatches.
I need to do a bulk build anyway for upcoming gnuradio 3.9 packages
so I'll look into it.
