Oops! I didn't see the previous commit.

I picked up on this from my usual routine of combing through failures in
bulk build logs:

http://www.ki.nu/pkgsrc/reports/current/NetBSD-9.0/20200519.1612/inkscape-1.0nb3/install.log

then reproduced it by building inkscape myself locally.

since it appears with pbulk, it doesn't look like a usual case of there
not being a tool declared so the file doesn't get generated
