databases/ruby-postgres_ext: remove pacakge

Remove ruby-postgres_ext package.  Acoording to
https://github.com/dockyard/postgres_ext (redirect to
https://github.com/DavyJonesLocker/postgres_ext), this rubygem is no
longer maintained.
