1.41 requires 1.40, 1.40 was built with the 1.39 bootstrap, so it
seems like the 1.40 bootstrap has regressed since 1.39?

The NetBSD bootstraps come from MASTER_SITE_LOCAL so I assume someone
here is responsible for them being built and will know what the issue
is.  I maintain the SunOS bootstraps, and Darwin/Linux/etc use the
upstream bootstraps.
