Just leave it broken.  That way people know it's broken and can fix
it.  That's the entire point of the bulk build reports.

It would help if gcc9 wasn't such a departure from previous gcc
packages.  I'm not particularly motivated to fix it myself as without
a gcc9-libs package it's useless for us.
