icu: Revert -fno-addrsig for Clang
This should be handled in a different place.
The addrsig property breaks GNU strip(1) in a cryptic way, creating
misparsable ELF file.
To generate a diff of this commit:
cvs rdiff -u -r1.119 -r1.120 pkgsrc/textproc/icu/Makefile
