For the pbulk side of things:
pkgsrc/pkgtools/pbulk/files/pbulk/scripts/pkg-build line 42.

For the pkgsrc side of things (i.e. doing make package):
pkgsrc/mk/pkgformat/pkg/package.mk line 45 and 67.
