I remember in the documentation, it says to include bsd.prefs.mk before
setting things like CFLAGS, LDFLAGS, LIBS, etc. Without that file included,
the build fails on CentOS 7. Including it fixes the build. Simple as that. I
didn't look into it deeper due to lack of interest.
