Update srm from 1.2.8 to 1.2.15

pkgsrc changes:
 - set LICENSE (x11)
 - add test target
 - add new NetBSD patches
 - keep INTERIX patch, not tested

        fix deletion of 0 byte files

        OpenBSD compat switch
        handle OsX ressource fork
        added some code from OsX port
        Win32 version
