Update hunspell-de to 20151222:

since 20131206:
- lots of new words
- some typo fixes
- affix fix for superlatives of adjectives ending on -igt
- fix or drop outdated documentation
- drop the additional obsolete OASIS license
- remove build date from dictionaries to make reproducible builds possible
