Exclude this package on OmniOS which ships with a copy of tcsh.
OmniOS is an Illumos distro which falls under the SunOS variant for us.
Include mk/bsd.prefs.mk before the shells/tcsh/Makefile so the
OS_VARIANT variable is available for testing.
