Update ruby-power_assert to 0.2.3.

* Strengthen check for TracePoint compatibility.  On JRuby 9.0.0.0-pre1,
  TracePoint#binding, #return_value always return nil.
* Add workaround for ruby 2.2 in ruby 2.2, TracePoint#binding may return nil.
