Update eog3 to 3.14.1

Highlights from release notes:

 * Touchscreen gestures support (Carlos Garnacho)
 * Improved color management compatibility (pdknsk)
 * Improved Exif GPS tag handling (Felix Riemann)
 * Image background layer uses GdkRGBA to avoid color conversion from
   GdkColor and principally allow transparent backgrounds (Felix Riemann)
 * Make several actions available over D-Bus (Ryan Lortie, Felix Riemann)
 * Replace several deprecated APIs (Felix Riemann)
 * Many new and updated translations
 * Many bug fixes
