Fixes packaging, replaced with completely different package as update to 0.2.1.
* not relevant to libnotify, drop dependency, fix COMMENTS and DESCR.
* fixes CATEGORY, `devel' is sufficient.
* let to register EGG-INFO.

Bump PKGREVISION.
