I think these aren't good changes.

HOMEPAGE refers a site for packages' information.

MASTER_SITE_RUBYGEMS refers sites for fetch DISTFILES and they may not
single site in general.

So I don't think it good idea to use MASTER_SITE_RUBYGEMS in HOMEPAGE.
