Maybe it's some sort of overload protection? But I notice that while
http://www.mtools.linux.lu/ links to local copies, the announcement 
e-mail points to ftp.gnu.org.

Actually - it looks like mtools homepage was moved to www.gnu.org, 
with a redirection on the original. I guess the download directory
was changed at the same time, and I didn't see the problem because 
I had cached DNS or a cached web page.

I've changed the MASTER_SITES to gnu.org yesterday.
