Log Message:
Add some new configure args to bring the config in-line with other binary
distributions:

        + Add bsd-security, bsdtcp-security, bsdudp-security.
        + Set default index and tape server to localhost
        + Build with assertions.
        + Use a debugging log directory (and add it to OWN_DIRS_PERMS
          in amanda-common)
