Why are you using such DATE based tag?
From The pkgsrc developer's guide, it must be `pkgsrc-base':
  http://www.netbsd.org/docs/pkgsrc/submit.html#committing-importing

Because cube argued that this way imports over another can be
separated more easily. If package a gets imported twice (because it
gets removed in the meantime) and the second time it has an options.mk
file, you can't tell from the tags if the file was added during the
first or second imports.

I haven't updated the docs for this.

If we start discussing this, I think we should just switch to 'cvs add'.

Yes, please stat discussion, everyone should manage repository with the same 
rule.
Personally, second imports should not use `cvs import', that's all it needed.
