One issue is that access to below 
http://ftp.mozilla.org/pub/mozilla.org/firefox/releases/
will be redirected mechanically to 
http://releases.mozilla.org/pub/mozilla.org/firefox/releases/
so it is impossible to fetch ESR version from the site with http.

No, it should be not.
pv-mirror01.mozilla.org only have major products, for example,
lack of nss, nspr ldapsdk, and so on.
