Generally it seems that CRAN updates just happen with no clear
documentation of the changes.  For example, packages do not typically
include a change log.  Thus, it is really hard to figure this out.

At the same time, however, other packages often depend on updated
versions and so they need to be updated.

If there are better ways to handle this, please let me know.
