Actually, I much prefer the empty do-build target; to me, it's much
more expressive, at a glance, what needs to (not) happen. All these
boolean NO_WIBBLE=YES settings we inherited from FreeBSD's ports all
those years ago must die - they are much too confusing - even a
DO_BUILD which defaults to yes, but can be set to no would be
Maybe something to do for the next branch?
