That doesn't answer the question...

So, what *is* it doing, and can it be made smarter? Deploying proper
multi-version support for emacs is probably a good idea (given that we
have at least a dozen emacs versions and possibly more) but not during
a freeze. However, there's already a good bit of logic in there and
it's doing *something*...
