MASTER_SITE_LOCAL is for local package source distributions (we are upstream 
provider,
or snapshot distfile for pkgsrc created from upstream SCM repository, or so on).
MASTER_SITE_BACKUP is for backup of source distribution for pkgsrc.

It is not manually v.s. automatically.
