Updating devel/p5-IO-Stty from 0.02nb5 to 0.03

pkgsrc changes:
- add license and homepage
- adjust module type
- use no languages

Upstream changes:
  - Re-vamp module to Module::Build
  - stty.txt merged into POD so it shows up on CPAN
  - add Changes log
  - basic tests
  - die if no parameters passed to stty
