Setting LD_LIBRARY_PATH is not required on Interix-3.5.

Thanks for doing this, although I'm not exactly sure *why* it's been
done. I'd prefer it if we didn't make it difficult for pkgsrc users,
as I already explained, so I would have thought that a qualification
along the lines of "if you experience trouble when bootstrapping
pkgsrc, make sure that LD_LIBRARY_PATH is set properly" would be in
order, or "others have seen problems with the LD_LIBRARY_PATH setting;
if you see it, set it to ..." etc.

I believe that one of the problems in pkgsrc right now is that our
documentation is not as good as it could be. People do not want to
send mail to a mailing list asking for help, since there is a natural
reticence in asking "obvious" questions in case there are "obvious"
answers. By proactively answering some of these questions in advance,
we can save ourselves trouble later on, and help people out. The
worst that can happen is that we appear verbose; at best, we will have
solved a showstopper for someone.

I hope this makes sense - if not, please tell me.

Again and Again and Again,

  "WHAT IS THE TROUBLE?"

I want to know it first.

If you want to write suggestion of LD_LIBRARY_PATH settings,
you should note "if you see error XXXX", or
"If you want to use pkgsrc with YYYY settings"
or something before that.

If it came from settings that ${LOCALBASE}/lib is low-priority in
LD_LIBRARY_PATH,
I feel that it is a general issue rather than Interix specific problem.
