Update p5-MooseX-StrictConstructor from version 0.08 to version 0.10.

Pkgsrc changes:
- adjust dependencies
- adjust license
- (re)set PERL5_MODULE_TYPE to MakeMaker

Upstream changes:
0.10     2010-07-16
- Ignore __INSTANCE__ when passed to the constructor. Patch by Jesse
  Luehrs. RT #59236.
- All init args are quoted in the inlined constructor.

0.09     2010-07-14
- Use modern Moose APIs, to avoid warnings with the next Moose release.
