pkgsrc changes:
- Adjust build/test dependencies

Upstream changes:

- Get all tests passing on 5.6.2. Thanks to Zefram for help spotting the
  problems.
- Moved code to my hg repo at http://hg.urth.org/hg/DateTime.pm.
