Updating editors/p5-Padre-Plugin-Catalyst from 0.07 to 0.08

pkgsrc changes:
- Updating dependencies (including a lot of updates of dependend modules
  and import of new ones)

Upstream changes:
0.08
    disabling plugin's own panel until it's properly fixed
    fixed Build.PL requirements (ticket 53616 - thanks Jens Rehsack for 
reporting!)
    fixed bug where the plugin dies when trying to call helper methods while 
not in
    a catalyst project. What we do now is disable the whole menu (ticket 53603 -
    thanks Alexander Hartmaier for reporting!)
