Log Message:
Update tex-latexconfig to the version in TeX Live 2009.

Changes:
    - tex-latexconfig includes configuation files used to be a part of
      tex-bin-latex.
    - pdflualatex.ini was replaced dvilualatex.ini because the default
      output format of luatex is PDF.
