I didn't remove the catpages; they just got renamed to .in files so
that configure can stick the correct values in them.

The change I proposed to remove the catpages (in some situations only)
is blocked by Joerg.

The catpages are still there, but I had to get rid of their "nice"
formatting (aka bold typeface) so that this would work.  That's fine
for those few platforms that do not support mdoc, but those that do
shouldn't be punished with these preformatted catpages.  (That was
what my proposed change was about: install the catpages only if
necessary.)
