Updating package for p5 module aliased from 0.22nb1 to 0.30

pkgsrc changes:
  - Setting license to perl5 license
  - Setting module type to Module::Build

Upstream changes:

      Applied changes from Florian Ragwitz to ensure that we preserve the
      name of the package the alias is defined in.
