pkgsrc changes:
  - Updating package for p5 module ExtUtils::Depends from 0.301 to 0.302
  - Setting license to ${PERL5_LICENSE} according to META.yml
  - Using CPAN as MASTER_SITE

Upstream changes:

        - Create import libraries if necessary to fix linking when gcc is used
          on MSWin32 (Strawberry Perl, for example).
