Many developers copied the original 4 clause license template and just
adjusted the copyright. For those the UCB letter doesn't apply.

Either two or three clause license. For the purpose of redistribution it
is the same. The third clause has little to no relevance in most
jurisdictions anyway.

Because the advertising clause *has* relevance for how you can use the
package if you redistribute it.
