Add latest BETA for InspIRCd 1.2

Convert m_shun and m_cban to use new XLine framework 
Allow for custom prefixes to be used in /notice #chan e.g. & 
/WATCH away notification 
Exceptions for m_denychans. 
userrec::HasPermission -> map of maps, for (even faster) access
