Update to 1.6.3.  Add TEST_TARGET even though it doesn't seem to do
much.

From the (hard-to-find) release notes on upstream trac:

Major changes in 1.6.3

  Ensure that the header testlib.h is included in distributed
  tarball. Fixes ticket30.
