Simply put, I don't think this is used by anything but wxWidgets.
It can't be used to regenerate the patches for wxGTK.
It does not allow portable creation of shared libraries and it doesn't
support all platforms pkgsrc runs on.
The generated Makefiles are IMO even worse than the code created e.g. by
autoconf.

In short, don't use it if you can avoid at any cost. Go e.g. with cmake.
As Blair added this for the sake of wxGTK 2.8, this is entirely
redundant.
