For pkgsrc infratructure, it may no need to recursive bumping.
But dependency pattern was really changed, should be bumped.

If no bump, a package linked with static and dynamic libdca
have same version number.  It's too bad.
For example, if we found security issues in libdca,
Static linked version is directly affectted, but dynamic one is indirectly.
It make hard to mark vlunerabilities pattern.
