For what dependency?  As far as I can see every dependency in the 
Makefile.PL is explicitly mentioned in the package Makefile.

Krister's bulk builds show p5-Data-ICal trying to interactively fetch 
Test::Warn from CPAN even though p5-Test-Warn is an explicit build 
dependency of that package.  Presumably that problem didn't happen 
for you as p5-Data-ICal is a dependency of p5-Data-ICal-DateTime so 
you must have got past that.

Needless to say both of these packages work for me.
