Update to 0.6.10:

* Version 0.6.10 (released 2007-01-04)

** Corrected year in copyright notices.

** Update gnulib files.
Including the code to convert strings between different encodings
(noted in case this introduces problems).

** API and ABI is backwards compatible with the previous version.
