LICENSE should be completed with a machine readable condtion list in
pkgsrc/licenses/.

E.g. I'd like to see the license text in pkgsrc/licenses for
humans^Wlawyers and the technical side-effects NO_BIN* etc. in e.g.
license.mk. Finer grained ACCEPT_* variables should be used to decide
what can be uploaded or not.
