Why bump PKGREVISION?

As far as I can see, no change to build and no change to resulting 
package.

(It didn't package before I thought.)

Also, it was being discussed on tech-pkg. I was getting ready to commit to 
let it use the correct --mandir and so man pages went to correct place.
