does this really require >=3D3.3, or will 3.0 suffice?

in most cases, we should pick a conservative value, since gcc from
pkgsrc is not always buildable on a given platform, where gcc>=3D3.0 may
be already available (eg. Darwin).

I could swear I documented this, but a quick perusal of the pkgsrc
guide indicates I did not.

is it OK to wind this dependency back to >=3D3.0 ?
