these changes are unrelated which is why they were committed
separately.

in any case, if directory names are specified in a list of *files* to
be subst'd, the package Makefile is in error and must be fixed.

the change in rev 1.5 is absolutely necessary and will be reinstated;
the old behaviour is simply broken.
