Because the PR only said "add the sformat package".  It provides nothing
aside this comment; to me, it is useless to keep such a PR, given that
there are already a lot more open, and that the same information can be
added in the TODO.

Once in a while, there was a PR saying "update package foo to version bar".
It contained no patch, nor anything else (just like this one).  The PR
was closed using this same approach (add an entry in the TODO).  I can't
remember who did it though...
