These changes look wrong.  AFAICT, bsd.pkg.mk handles PLISTs to include the
right files on systems where they may be missing or have different names.
I guess it should be tweaked to handle the FreeBSD scenario properly, too;
if not, you will have to add hacks to lots of packages, which is a lot worse
from a maintenance POV.
