As I corrected in the next commit, this is only for applications
using GNU gettext. Most applications use the intree one and
are not affected.
Linking against an old GNU gettext-lib-0.10.35 with the new
buildlink2 semantics (eg linking in libiconv) calls for trouble,
so this was necessary.
(Imho it doesn't make much sense to treat the intree libintl
as equivalent to 0.10.35. Either an application needs GNU gettext,
then the intree one also doesn't make it, or it doesn't...)
