Update to 2.31:
- Ilya Zakharevich <ilya@math.ohio-state.edu> and
  Dave Mitchell <davem@fdgroup.com> both provided patches to
  fix problems module had with 5.8.0
- Dave Mitchell also made some UTF-8 related fixes to the test suite.
