Yes, you're missing something. :-)

The samba script isn't actually started by /etc/rc, as it has a
'KEYWORDS: nostart'. The script is purely provided as convenience to 
system administrators; it's not intended to be used as part of the
automatic startup or shutdown sequence.

If another service wants to rely upon samba, it should
'REQUIRE: smbd nmbd'.
