description:
some improvement and fixes for qpopper and poppassd.
qpopper:
* add user-destdir support
* add ${QPOPPER_USER}:${QPOPPER_GROUP} to PKG_USERS, fixes PR#28807.
* honor VARBASE.
common:
* update ipv6 patch to appropriate one for base version.
* some pkglint cleanup.

Bump PKGREVISION.
